In this set of materials, the reading passage discusses Jefferson, who serves as the secretary of state in the first government of the United States, while the listening passage discusses Hamilton who was the secretary of the treasuries in the same government. Because the United Stated was just established, they debated how it would become. Jefferson and Hamilton both have different ways for the United State's development.

One way that Jefferson and Hamilton disagreed was as to what the economy should be. Jefferson believed that the country should focus resources on developing agriculture. However, Hamilton asserted that British is a good model for his country so industry should be developed first. In a related idea, Jefferson thought that there should not be any tariff, but Hamilton believed that high tariff on importing products is necessary to develop domestic industry.

Another way that Jefferson and Hamilton disagreed was on allocating the power between states and federal government. Jefferson suggested that states should keep more power than the federal government. And the government's power was as noted in the constitution. However, Hamilton believed that is better to limit states power as written in the constitution, and all power not named go to the federal government.
